This is because there is currently no ftp plugin/module available. 
ftp://server.com will not work, csync uses the first part from the url to 
determine the protocol and then searches for a plugin.

Only sftp:// and smb:// are supported at the moment, if you are able to ssh 
into your server than you can also use sftp:// without changing anything on 
the server. Another possibility would be to mount your ftp server to a local 
directory via curlftpfs (http://curlftpfs.sourceforge.net/) and then sync 
these local directories but I don't think that this will work very well.
